Biodefense is a complex concept defined by Homeland Security Presidential Directive 21 (HSPD-21) as “active data-gathering with appropriate analysis and interpretation of biosphere data that might relate to disease activity and threats to human or animal health —whether infectious, toxic, metabolic, or otherwise, and regardless of intentional or natural origin — in order to achieve early warning of health threats, early detection of health events, and overall situational awareness of disease activity” (White House, 2007).

Biosafety is the safety of human and environment from unintentional release of pathogenic microorganisms and biohazards. On the contrary, Biosecurity is the protection of human and environment from intentional release of biohazards by an individual.
Black & Veatch performs training gap assessments as well as instructs laboratory staff, provides BSV and BS&S topics, with a focus on proper operation, calibration, and certification of the equipment. We provide hands-on training, Tabletop Exercises (TTXs), Concept of Operations (CONOPS) development workshops, SOP development workshops, outbreak investigation, BS&S, sample collection, clinical trainings, laboratory methodologies, epidemiology training, and best practices. In addition, we assist in identifying trainers for the “train the trainer” process.

We provide solutions for comprehensive security design, vulnerability assessments, perimeter security protection and design, fencing, vehicle barriers including access control points (ACP's), door hardware and hardening, security standard operating procedures (SOP's), forced entry protection, information and network security and secure communications for Federal agencies around the world.
Black & Veatch prepares design criteria, and the development and review of architectural engineering designs, specifications, design-related analyses and studies, and cost estimates for BSl 2 and BSL 3 labs. These laboratories enhance the government’s existing disease surveillance systems to detect, report and respond to bioterrorism attacks, epidemics, and potential pandemics.
We are able to renovate old or existing facilities into state-of-the-art diagnostics laboratories. The BSL 3 laboratories have been specifically designed and constructed to support work with especially dangerous pathogens that can be naturally occurring or introduced through a bioterrorism attack. The lab also provides our clients a safe environment to confirm diagnosis of suspected dangerous pathogens, enhancing public health while deterring bioterrorism.
Black & Veatch provides project management, engineering and support services to Cooperative Threat Reduction (CTR) Directorate. Housed within the Department of Defense’s Defense Threat Reduction Agency (DTRA), the CTR Program pursues four primary objectives:
- Dismantle Former Soviet Union (FSU)’s Weapons of Mass Destruction (WMD) and associated infrastructure.
- Consolidate and secure FSU WMD and related technology and materials.
- Increase transparency and encourage higher standards of conduct in adherence to nuclear agreements and nonproliferation activity.
- Support defense and military cooperation with the objective of preventing proliferation of WMD.

Improving Integrated Services Across Our History
Black & Veatch Integrated Services has a long, storied history spanning more than 25 years, of delivering expertise in providing complex systems engineering, procurement, maintenance (repair or replace), training, and logistics. Black & Veatch was selected by the DTRA to be the prime integrating contractor for Automated Inventory Control & Management (AICMS) implementation. AICMS is an integral and vital part of the Cooperative Threat Reduction (CTR) and Nuclear Weapons Safety and Security (NWSS) programs of the U.S. DoD/DTRA and the Russian Federation Ministry of Defense (MOD), in preventing the proliferation of weapons of mass destruction (WMD) in Russia and worldwide. Black & Veatch was also sole sourced by the DTRA to be the prime contractor for Electronic Integrated Disease Surveillance System (EIDSS) and Pathogen Asset Control System (PACS) implementation. EIDSS and PACS are vital systems of the Biological Threat Reduction Program (BTRP) of the U.S. DoD/DTRA, in strengthening and enhancing recipient state’s existing surveillance systems and preventing the theft, sale, diversion, or release of pathogens. EIDSS and PACS are both first-of-a-kind information technology systems.
