What is the National Electric Vehicle Infrastructure Formula (NEVI)?

The National Electric Vehicle Infrastructure Formula (NEVI Formula) is a bipartisan law managed by the Federal Highway Administration. NEVI is part of the $1.2 trillion Infrastructure Investment and Jobs Act signed into law November 2021. NEVI funds States to deploy Electric Vehicle (EV) charging infrastructure. The interconnected NEVI network will facilitate data collection, access, and reliability for EV charging funding and infrastructure development.

Interested in NEVI funding?

We can assist you in determining whether you meet the eligibility requirements for NEVI program funding, which covers up to 80% of the project costs for DC fast charging.

Can Black & Veatch provide guidance on National Electric Vehicle Infrastructure Formula (NEVI) compliance and applications?

Early involvement in planning, engineering and construction advisory services is crucial when driving first-of-a-kind technology to commercialization. Black & Veatch has the experience and resources to keep you ahead of the curve, no matter the stage of your project ― whether you need a consultant to help navigate federal funding requirements, a contractor to complete engineering due diligence or a single-source partner to contract for engineering to EPC.

Can I qualify for National Electric Vehicle Infrastructure Formula (NEVI)?

NEVI funding requirements vary state to state. Generally, projects that are eligible for NEVI funding of up to 80% of costs must:

  • Be within 1 mile of established alternative fuel corridors (AFCs)

  • Charge four vehicles at 150 kW simultaneously

  • A minimum of a five-year maintenance plan on equipment

  • Regular reporting of uptime with a minimum working order 97% of the time

  • Ability to cover remaining 20% of program costs

What are the requirements for National Electric Vehicle Infrastructure Formula (NEVI) funding?

To receive NEVI funding, EV charging stations must be non-proprietary, allow for open-access payment methods, be publicly available or available to authorized commercial motor vehicle operators from more than one company, and be located along designated FHWA Alternative Fuel Corridors (AFCs).

What is a NEVI alternative fuel corridor?

An Alternative Fuel Corridor is a series of alternative fuel distribution sites conveniently located for the traveling public to meet the emerging need to access re-fueling options. The Federal Highway Administration designates national plug-in electric vehicle charging and hydrogen, propane, and natural-gas-fueling corridors in strategic locations along major highways to improve the mobility of alternative fuel vehicles. NEVI funding requires any EV charging infrastructure projects acquired or installed with NEVI Formula funding be located along a designated alternative fuel corridor. If a State determines all designated alternative fuel corridors are fully built out, a distribution site can be built on any public road or in other publicly accessible locations.

What States offer National Electric Vehicle Infrastructure Formula (NEVI) funding?

NEVI funding and miles of alternative fuel corridors are determined at the state level. Each state has a different process and estimated funding. For more information on NEVI funding by state, explore the State Plans for Electric Vehicle Charging web site through the Joint Office of Energy and Transportation.
