Designed and constructed DTRA’s AICMS Strategic Rocket Forces program implementation to support DoD/DTRA and the Ministry of Defense of the Russian Federation, helping prevent the proliferation of weapons of mass destruction (WMD) in Russia and worldwide. Black & Veatch led AICMS SRF to support Ministry of Defense of the Russian Federation (RF MOD) with enhanced capability to provide security, inventory, and control over Russia’s strategic and tactical nuclear weapons awaiting dismantlement. Black & Veatch constructed and equipped new AICMS secure facilities at 11 nuclear weapons storage sites across Russia using our proven EPC subcontractor management approach.
Black & Veatch was responsible for complex lifecycle systems engineering including critical site specific facilities design, permitting, certification, attestation, procurement (local origin focus), construction of the facilities, commissioning and turnover (local compliance (permits and approvals), O&M training (train-the-trainer), logistics (multi-modal by truck, rail, air and sea and agile supply chain management), O&M support (including warranty support) and transitioning to indigenous (RF MOD) sustainment of O&M (indigenous capability building). A typical AICMS facility includes first-of-a-kind pre-engineered facilities and an integrated information technology system meeting strict RF MOD Level 1 (state secret) protection requirements. AICMS facilities were deployed across all nine time, climatic, and seismic zones of Russia.
