The Woolpert – Black & Veatch Joint Venture (W-BV JV) created a long-term roadmap for U.S. Department of Defense facilities and infrastructure in Poland. The JV provided Master Planning and Programming support across Poland for both the U.S. Air Forces in Europe – Air Forces Africa (USAFE-AFAFRICA) and the U.S. Army Europe and Africa (USAREUR-AF).

These projects, which included development of vision plans, requirements analysis, DD1391 development, and Area Development Plans (ADPs) with Area Development Execution Plans (ADEPs), were produced while working closely with both U.S. and Polish stakeholders. These programs are a part of the European Deterrence Initiative (EDI) and the Poland Provided Infrastructure (PPI) program.

The JV planning team, including several key U.S.-based and Host Nation subconsultants, organized and led collaborative on-site charrettes, which are interactive meetings where multiple parties gather to create a design or vision for a given project. As with any complex effort, there were more stakeholders involved than originally anticipated, and some of the mission requirements needed additional development. The JV planning team adapted quickly to successfully capture all needed requirements, thereby creating an organized and coordinated process.

Both Woolpert and Black & Veatch individually have proven track records of leading master planning and design projects across Europe over many years, which was one of key the reasons this seasoned JV team was selected. These specific plans demonstrate our team’s collective ability to develop complex master plans to support our NATO partner and the U.S. presence in Poland.
